Integration of sensors and indicators: UK21/N005
Adopted EU recommendation NAV-019. UK approved recommendation on the integration of sensors and indicators in modern bridge designs
Question
In modern bridge designs, required navigational sensors and indicators become part of a network and may be operated or indications presented on demand.
Scenario 1
New designs of indicators for actual rudder angle (UK/4.20), rate of turn (UK/4.09) or propeller revolutions (UK/4.21) use distributed common transmitter data via a sensor integrator that sends the data to one or more displays or panel PCs. Indicators may be permanently displayed or presented for the user on demand.
- Can such an indicator be part of the type assessment according to the above listed items?
- Can such an indicator from a third-party manufacturer be specified as approved in an INS certificate?
- What requirements should be considered when presenting and combining such indicators on one or several displays?
Scenario 2
A multifunctional workstation/INS can be used to provide the operational controls and display functions where Gyro compass (UK/4.03), Echosounder (UK/4.06), Speed log (UK/4.07) or GPS (UK/4.14) are supplied as black box sensors.
- Can such Black-Box sensors be part of the type assessment of an INS UK/4.59 from a third-party manufacturer?
- If yes, should such an interface be listed in both certificates INS UK/4.59 and single equipment certificate for example gyro compass UK/4.03
- If displays of SOLAS V/19 mandatory equipment are combined in an INS, what must be considered in the data distribution, and what display requirements would have to be considered due to the additional items listed in scenario 2?
Recommendation
Scenario 1
- Yes, a separate display can be part of the UK/4.20, 4.09 or 4.21 certification, but both the sensor and display type need to be specified in the certificate.
- Taking answer 1 into account, yes, if the INS includes the relevant equipment and is additionally type approved to UK/4.59. In that case the certificate shall specify the equipment as being certified as a type approved INS in accordance with UK/4.59 and additionally shall specify the equipment as being certified as UK/4.xx approved, as applicable (i.e. “one EUT”, INS and UK/4.20, 4.09 or 4.21).
- When presenting and combining such indicators, the requirements of MSC.252/8.1.1, 8.1.2 and 8.5 for tasks and task stations shall be applied to the combined presentation.
Scenario 2
- Yes, in this case the sensor is part of the type approved INS as “one EUT” and the INS is type approved as UK/4.59 and UK/4.xx.
- There is only one EUT and one certificate (UK/4.59 and additions). Such an interface does not have to be listed in the certificate because it is an EUT internal interface.
- The data distribution and display arrangements should be implemented in such a way that to a single point of failure shall neither result in the loss of any one of the UK/4.59 INS tasks (as per MSC 252(83) clause 11.1.4) nor more than one of the additionally included UK/4.xx functions.
