Issuance and maintenance of module F equipment: UK21/G014

Adopted EU recommendation GEN-027. UK approved recommendation on the steps to be undertaken for the issuance and maintenance of Module F.

Recommendation

1. General

The primary reference document to be examined by the UK Approved Body prior the execution of the verifications mentioned in the present recommendation is the Module B certification, that must be in force at the time of the Module F certification.

In cases where a physical test is not possible to demonstrate that the product meets the requirements of the Merchant Shipping (Marine Equipment) Regulations 2016 as amended (“the Regulations”), the Approved Body may rely on the examination of the Module B details and factory records.

The Approved Body shall be informed in advance of intended production to agree a schedule for carrying out the verification.

Where, in the opinion of the Approved Body, products are complex (composed of many parts of different origins assembled together) or not manufactured in series, all items of certified equipment are to be individually examined and tested.

2. Verification of each individual product

2.1 Performance of the verification

Upon completion of the manufacture of one or more products, the Manufacturer is to contact the Approved Body and request the testing of the items produced.

The appropriate examinations and tests to ensure the product complies with the requirements of the international standards are carried out in the presence of a Surveyor of the Approved Body. Each marked product is to be unequivocally identified by means of the serial number or other methods ensuring that it is impossible for a marked product which has not been tested to be put on the market.

2.2 Issue of the certificate

Subject to the satisfactory outcome of this examination and testing, a Certificate of Conformity (Module F) is issued and the Manufacturer is authorised to mark each approved product and shall draw up a Declaration of Conformity.

3. Statistical verification

3.1 Performance of the verification

Where products are simple (i.e. not composed of many parts of different origins assembled together) and/or manufactured in series and instead applying the procedure as outlined in clause 2 above, they may be presented for statistical verification in the form of homogeneous lots.

Upon completion of the manufacture of one or more lots, the Manufacturer is to contact the Approved Body and request the testing of the items produced.

The appropriate examinations and tests to ensure the product complies with the requirements of the international standards are carried out on a statistical basis in the presence of a Surveyor of the Approved Body.

3.2 Composition of lots and sampling

In general, a lot consists of those products of a single type, grade, class, dimension and composition manufactured in the same conditions and during a reasonable period of time. It is the responsibility of the Manufacturer to establish the lot composition and to agree upon it with the Approved Body. In general, the composition of the lot is to be established in accordance with the indication of specific standards, such as, for instance, ISO 2859.

At least one random sample is drawn from each lot; the specimens are individually examined and tested to ensure that they comply with the requirements of the international instruments which apply to them. Prior to examination and testing, the sampling and acceptance criteria are to be agreed between the Manufacturer and the Approved Body on a case‐by‐case basis, considering the specific standards, such as those indicated above.

3.3 Issue of the certificate

Subject to the satisfactory outcome of this examination and testing, a Certificate of Conformity (Module F) is issued and the Manufacturer is authorised to mark each item of equipment belonging to the approved lot and shall draw up a Declaration of Conformity. Each approved lot is to be unequivocally identified on the single products (or on their packaging), by means of the serial number or other methods (for example the period of manufacture) ensuring that it is impossible for marked products belonging to a lot which has not been subjected to the prescribed tests to be put on the market.

4. Period of validity of certificates

No limiting period of validity (see UK21/G005).
