Issuing certificates to cover multiple modules: UK21/G009

Adopted EU recommendation GEN-013. UK approved recommendation on the issuing of one conformity assessment certificate to cover multiple modules.

Question

Is it acceptable for the UK Approved Body who carries out the (B+D) or (B+E) or (B+F) Conformity Assessment modules to issue only one certificate to cover both modules?

Recommendation

No, it is not acceptable to combine the two modules into one certificate. It is recommended to provide separate certificates for each module for the reasons given below:

  • In Schedule 2 of the Merchant Shipping (Marine Equipment) Regulations 2016 as amended, it is a requirement of each conformity assessment module for a certificate or report to be issued to the manufacturer on completion of each module. Each certificate or report should have its own unique identifier to provide full identification and traceability.

  • In addition, a manufacturer may choose a different Approved Body for the Type-examination module and surveillance module, in which case they must present a valid Type‐examination certificate to the chosen body for the surveillance module.
