Addressing Corruption in Infrastructure Services in Georgia. Case Study.

Abstract

This paper represents a report on three case studies of the introduction of anticorruption mechanisms in the provision of infrastructure services in Georgia. All three case studies look at reforms introduced in 2004: the first two are initiatives of the Tblisi municipality (improved water billing, and the introduction of new funding arrangements for the repair of multi-storey residential buildings), while the third is a nationwide reform of mechanisms of property registration.
