Abstract

This paper focuses on water from the perspective of the way in which the regulatory system for water impacts on the water service delivery system in South Africa. An attempt is made to link the dynamic developments in respect of the regulatory system to contextual explanations in order to provide an understanding of the regulatory system related to context and changes in context.
