Abstract
This report explores the educational reform process in Niger by locating this reform in the changing social and political development. It describes the historical marginalization of the Franco-Arab sector, which is officially recognized (in contrast with other countries) but has always been the \"poor relation\" of the education system. The report examines in particular how Franco-Arabs have been rehabilitated from the 1990s, as an alternative education sector. This change is driven by an emerging democracy, strong population pressures, Islamization, and educational reforms of 1994 and 1998. The report examines specific reform measures that were adopted, and social trends observable of these reforms. It also examines the various issues involved in setting implementation of the reforms.
