Abstract

This report explores the reform process in the case of Mali, placing this reform in the context of changing social and political development. It reports how the Malian government has appropriated the demand for reform formulated and maintained, since the early 1980s, by proponents of madrassahs and Islamic schools. Specifically, it examines the evolution of madrasahs from the Arab-Islamic form to the Franco-Arab, and the happenings that enabled this dynamic. The report then examines the specific reform measures that were adopted, and observable social trends of these reforms. It also examines the different problems encountered in the implementation of the reform.
