Abstract

This new working paper from APPP’s Local Governance and Leadership stream investigates the delivery of four public goods in three communes (municipalities) in Niger. In 2010, researchers from APPP’s partner in Niger, LASDEL, returned to three communes where they had undertaken earlier research projects. This time, they were investigating a new topic - the motivations and incentives affecting those involved in delivering local public goods. WP21 presents the main results of this second wave of investigations into two parts. The first part draws on the new empirical material to develop four major themes around inconsistency of public policy, palliative solutions, multi-accountability of public goods delivery.

The second part offers new entry points to the theme of motivations and (dis)incentives amongst service providers, particularly relevant in light of current debates on human resources management in African countries.
