Assignment Report: Towards Zero Infections – Two Years On
This is a Review of the UK’s Position Paper on HIV in the developing world
Abstract
Two years on from the 2011 HIV Position Paper, DFID is making substantial progress against its expected results. Treatment related commitments have already been achieved, and the remaining targets set out in the HIV position paper are largely on track to be met by 2015.
A consultation was held to:
- understand available evidence and reflect on achievement to date
- situate the results in context to reflect evolving priorities and provide insight on how DFID is responding to HIV and AIDS
- identify successful strategies and examples of best practice/outcomes to inform a Theory of Change
- develop strategic recommendations
Priorities areas identified by DFID in response to the consultation outcomes include:
- Shifting the balance: ensuring investment and influence through bilateral and multilateral channels are complementary and play to DFID’s comparative advantage.
- Maintaining key populations as a policy priority and the role of civil society as an important partner moving forward.
- Strengthening focus on women and girls affected by HIV through increasing integration of HIV with health and broader development priorities.
- Supporting sustainable, comprehensive HIV responses for prevention, treatment, care and support that deliver effectively, efficiently and equitably.
