Barriers to technology transfer in the low carbon energy sector.
Abstract
This response to a TI-UP helpdesk enquiry discusses the barriers to technology transfer: lack of technological infrastructure in the receiving country; need for transfer of skills and resources; political power balance and relationships; public capacity for information dissemination; power balance between stakeholders; local cost barriers; limited investment capital; difficulty of foreign technology assessment by local investors; and poor national ability to assess technologies. It then goes on to look at the steps involved in successful technology transfer, the role of IPR, and the role of the public sector in facilitating technology transfer in the green energy sector.
