Budget monitoring and Price Intelligence Unit (due process): A mechanism for combating corruption in infrastructure delivery in Nigeria. Case study
Abstract
In 2003, the government of Nigeria set up the Budget Monitoring and Price Intelligence Unit (BMPIU) to check widespread corruption, gross incompetence and related vices in public procurement and service delivery. This report examines the operations of the BMPIU with a view to highlighting its strengths and weaknesses. It also proposes recommendations for more cost-effective, impact-oriented service delivery to the poor. The case study's working hypothesis centres on the impact of the institution on 'hard-naira savings' in public procurement.
