Building capacity and strengthening implementation at the community level

Abstract

In this chapter the authors consider what can be learned from experience with micro-insurance regarding implementation processes, particularly regarding financial stabilization and risk management. They build upon reviews and more recently published papers and reports to address three main questions.
What capacity constraints have microinsurance schemes encountered in developing countries?
What are the critical features for designing and implementing monitoring and evaluation frameworks for microinsurance schemes?
What should be done to build capacity for microinsurance schemes in developing countries, particularly to enhance financial stability?
