Chronic poverty: an introduction.
Abstract
This brief: describes chronic poverty; reviews the poverty dynamics (i.e. the Drivers, Maintainers and Exit Routes); and identifies who suffers from chronic poverty and where they live. Five actions to tackle it are outlined: Prioritise livelihood security through social protection; Ensure chronically poor people can take up opportunities; Take empowerment seriously; Recognise obligations to provide resources; and Recognise that it is the chronically poor themselves who are the leading actors in overcoming their poverty.
