Combating corruption in infrastructure services: a toolkit. Draft Version 1.

Abstract

The objective of this draft Toolkit is to propose a framework and tools geared to understanding, exploring and acting on corruption in the delivery of services. The scope of the work covers infrastructure services in urban and rural areas of developing countries. The Toolkit brings together a variety of individual tools, synthesised from real world experience, derived from a review of literature, desk-based case studies and country case studies. A key feature of the Toolkit is the use of cross-referencing to provide information about source materials for the specific tools. References are also made to specific examples which have experience in using the tools to combat corruption in the delivery of infrastructure. Comments made on this draft toolkit helped in the production of the final toolkit, detailed as a separate output to the project.
