Abstract

The aims and objectives of the project are outlined.

The methodology used to carry out PACE project case studies in the areas of community characteristics; PPP/electricity supply situation; issues obstacles and success factors; livelihood analysis - households; and institutional/commercial consumer analysis is summarized.

Based on experiences in Ethiopia, Nepal, Sri Lanka and Uganda, a list of practical suggestions for how to ensure the optimal conditions for creating a successfully operating electrification system, with maximum access for the community as a whole, is provided. Implications for PACE project outputs are noted, and practical tools which should be considered for PACE project outputs are listed.
