Abstract

TI Croatia team members selected the health sector as the sector in which this project would be implemented. The health sector was chosen based on the agreement of the team members that health services for the poor are in the most urgent need of improvement in terms of both quality and transparency of the work of public health institutions. As the poor are highly susceptible to contraction of chronic diseases due to their living conditions, transparent and efficient work of public health institutions, namely hospitals, is crucial for this particularly vulnerable group.

This report presents the reasons for choosing this pilot project and the logic of performing the project activities. The strategy for co-operation with the authorities is described. Lessons learned from the project are discussed.
