Current Human Resource Capacity and Costs of Scaling up for Sanitation and Hygiene in Tanzania
Abstract
This study on Current Human Resource Capacity and Costs of Scaling up for Sanitation and Hygiene in Tanzania was commissioned to inform both the National Campaign for Sanitation and Hygiene and the subsequent National Sanitation Programme. It is a collaboration between the Ministry of Health and Social Welfare, Water Aid, UNICEF, SHARE, Global Sanitation Fund and other key sector stakeholders. Based on a literature review and findings from surveys and interviews with a range of actors, the study provides assessments regarding human resource capacity, and financing in terms of scaling up sanitation promotion in Tanzania. The study shows that the biggest capacity challenge is found at district, ward and village levels. It identified both a shortage of staff and a need for training and other capacity development in district councils and health centres as well as for artisans, village health workers and Community Own Resource Persons (CORPs).
