Abstract
Work by the Overseas Centre of the Transport Research Laboratory (TRL) has shown that some aid-supported investment decisions made in developing city transport projects appear to be unusual. This contradicts the aims of the international aid agencies who predominantly have clear statements about the conditions of their aid funding based upon rationality.
This paper examines the particular case of mass transit projects, since these are amongst the largest investments any city can make. The paper first examines the technical case for the main choice options, and then comments upon other factors which may influence the decisions made.
