Final Report

Abstract

The International Climate Fund (ICF) of the UK government is considering new delivery options for the disbursal of its resources in order to achieve a range of benefits that it does not feel are fully met through its current approaches.

This report identifies how the ICF might use the UK Green Investment Bank, the Private Infrastructure Development Group (PIDG) and CDC1 as potential delivery vehicles for some of its resources. Subject to sufficient resources being available, each of these options could be pursued in parallel: they each have the potential to tackle different gaps in the current climate finance architecture and both individually and collectively they could offer significant advantages to the ICF. Each, however, carries important risks and uncertainties.
