Developing a Land Conflict Monitoring and Mapping Tool for the Acholi Sub-Region of Northern Uganda

Abstract

This paper examines the UN's proposed Land Conflict Monitoring and Mapping Tool aimed at providing quantitative data on land disputes during the period of mass returnees after the LRA conflict. The development of a tool tapped into wider policy concerns throughout sub-Saharan Africa regarding land ownership disputes and the consequent high levels of insecurity produced.

The authors conclude that a much greater understanding of customary land organisation in Acholi is needed in order to make effective policy decisions, as the situation differs substantially from other parts of the country and does not easily lend itself to the application of broader policy reforms.
