Donor Approaches to Risk in Fragile and Conflict Affected States. Mini Case Study: Afghanistan

Abstract

This is a mini case study on Afghanistan to inform the OECD/INCAF study on Donor Approaches to Risk in Fragile and Conflict Affected States. It focuses on the Afghanistan Reconstruction Trust Fund (ARTF) and the intentions expressed in the Tokyo Mutual Accountability Framework as examples of how donors have approached risk assessment and management of fiduciary risks.
