Abstract

This report presents the results of an investigation into the development and implementation of Afghanistan's new health policy, which focuses on the delivery of a Basic Package of Health Services (BPHS) to the rural poor through 2 main strategies: sub-contracting service delivery to NGOs and direct government provision through the Ministry of Public Health Strengthening Mechanism. The aim of the study was to contribute to better informed decision-making with regard to the role of health in poverty reduction strategies.
