Abstract

Latin American governments and civil society organisations (CSOs) are creating and publishing Citizens Budgets as an innovative measure to promote greater accountability, transparency and citizen participation. Citizens Budgets are non-technical documents that provide a simple explanation of governments’ collection, distribution and use of public funds, use a simple and friendly design to make complex budgeting information easy to understand, even for citizens who are not experts in budgeting. So far seven Latin American countries have Citizen Budgets. This 9.53 minute video, in Spanish, with English subtitles, focuses on two countries, Guatemala and Venezuela, describing challenges encountered as well as some of the concrete ways Citizen Budgets are strengthening accountability and citizen oversight of public spending.
