Gender Evaluation Methodology for Internet and ICTs. A Learning Tool for Change and Empowerment
Abstract
This manual consists of the following sections:
Learning for change: This section looks at the overall framework used by the Association for Progressive Communications Women's Networking Support Programme (APC WNSP) in its evaluation tool. It describes the evaluation model and examines the values and practices of learning for change.
Gender analysis: This section first considers the basic definitions used in the Gender Evaluation Methodology (GEM), particularly around concepts related to gender. This is followed by \"Spectacles for seeing gender in project evaluation,\" an edited version of a paper given at a GEM Africa workshop on 16 November 2002, which argues that women's empowerment can be achieved by enabling women to wrest control on the factors of production, allowing them to equally participate in the development process of an activity or a project. The next item in this section is \"Gender and information and communication technology: towards an analytical framework\". This paper presents a range of perspectives on gender and information and communication technology (ICT) drawn from a review of literature. It aims to present some of the major debates and critiques of ICT to highlight some important issues of concern for women.
Information and Communication Technologies (ICTs) for Social Change: This section serves as a background document to the GEM tool by providing its users a basic understanding of gender and ICT issues in the overall context of ICTs for development.
