Abstract

This guideline has been prepared to compliment the UK Transport Research Laboratory’s Overseas Road Note 15. ORN 15 gives guidelines for the design and operation of road management systems, while this guideline discusses the range of operational and institutional issues that may need to be addressed before the benefits of such systems are realised.

Specifically, this guideline is addressed to those managers of rural networks who may be considering an Information Technology solution to problems related with the management of:

  • an ageing road network

  • increasingly heavy traffic and

  • maintenance budget allocations that are rarely sufficient
