Health Policy in Afghanistan: two years of rapid change. A review of the process from 2001 to 2003

Abstract

This paper has been produced as phase one of the study with the objective to provide a commentary of the development of Afghanistan's new health policy between 2001 and 2003 and an update on the current state of affairs with regard to the roll out of the basic package of health services (BPHS). The report will establish the contextual basis for the remainder of the research and serve as a point of referral in the ongoing development of Afghanistan's health system. The paper is based on a review of published and unpublished documentation from Afghanistan's health sector, supplemented by preliminary interviews held with key stakeholders to triangulate findings and gain further insight into early policy developments.
