HEART were asked to find research on charter schools in the US, academy schools in the UK, ‘adopted’ schools in Pakistan, and private management of public schools.

Summary

On charter schools this report includes: case studies, research on working conditions and teacher turnover, studies on accountability, information extracted from the US Department of Education, and key organisations.

Some background is given on academies in the UK. Information is provided on transfer of staff under the Transfer of Undertakings (Protection of Employment) Regulations. Some opinion on accountability is provided with an inspection fact sheet and government information on the role of the sponsor and governors. Key organisations are also identified.

A case study of SMB Fatima Jinnah Government Girls School in Karachi in Pakistan is presented. Organisations working on ‘adopted school’ or similar projects are identified. Resources on private management of public schools are included in the final section
