Impacts of HPAI on Rural Livelihoods: Conceptual and Analytical Frameworks.

Abstract

The aim of this paper is to provide a methodological framework that will enable the collection and analysis of primary data to measure the impacts of HPAI on assets, livelihood strategies and the various indicators of rural livelihoods. To this end, the Sustainable Livelihood Framework (SLF) and complementary qualitative and quantitative methods are proposed to answer these two broad research questions. More specifically, the paper describes how the SLF; a combination of data methodologies and sources can be applied to study the impact of HPAI on rural livelihoods, and to evaluate strategies to minimize HPAI disease risk. Of specific focus in this framework is the identification of those quantitative indicators which can detect and measure the effects of HPAI on livelihoods, and can therefore inform the development of cost effective risk minimization strategies and policies.
