This learning brief identifies important issues to consider for a payment by results contract for a water, sanitation and hygiene programme

Abstract

In 2014, the Department for International Development launched a Water, Sanitation and Hygiene (WASH) programme which aimed to reach 4.5 million people. The programme was financed on a payment by results basis. The Consortia delivering the programme received payments only upon third-party verification that they have achieved a set of agreed results.

This learning brief is based on the experience of the Consortium for Sustainable Water, Sanitation and Hygiene in Fragile Contexts (SWIFT) in delivering the WASH results programme. The Consortia identify issues to consider in incorporating the requirements of a payment by results contract into the design, implementation, monitoring and evaluation of a WASH programme.
