Improving the quality of regulatory impact assessments in the UK.

Abstract

This paper first assesses the current situation for Regulatory Impact Assessments (RIAs) based on a brief historical review of its roots in the UK. Second, it focuses in particular on the issue of quality and considers what is currently being done to improve matters. Third, the paper tries to predict the future of RIA in the UK: in which direction is it likely to develop, how well prepared is the UK Government and what are the benefits and costs of a strongly centralised model?
