Indian Health Insurance Experiment: Baseline and Enrolment Analysis Report

The Health Insurance Experiment is a randomised experiment in India targeted at households just above the poverty line

Abstract

The Health Insurance Experiment in India is a randomised experiment undertaken by the Public Health Foundation of India and the University of Chicago, in collaboration with the Government of Karnataka.

The experiment is targeted at households just above the poverty line in 2 districts of Karnataka- Gulbarga and Mysore. It has 2 objectives:

  • The primary objective is to measure the health and financial benefits of health insurance in the context of Rashtriya Swasthya Bima Yojana (RSBY), the most widely available form of health insurance in India.

  • The secondary objective is to measure the impact of RSBY on investments in the human and health capital of the children (for example, more expenditures on children’s schooling or more regular consumption of healthy food items).

The Health Insurance Experiment is supported by the UK Department of International Development, as part of the Strategic Health and Nutrition project, as well as a grant from Tata Trusts to the University of Chicago.
