Innovative service delivery stocktake: DFID case study of service delivery in fragile & conflict affected situations using CSAE framework. Southern Sudan Basic Services Fund.
Abstract
This case study discusses the environment prior to the establishment of the Basic Services Fund (BSF - economic and political context, and arrangements for basic service delivery); the shortcomings associated with the environment for service delivery prior to the establishment of the BSF; and the establishment of the BSF, launched by DFID, in October 2005, the same month in which the Government of Southern Sudan was established. The BSF targets the following activities in its three main areas of operation:
- Education: Classroom construction and teacher training
- Health: Health facility construction and rehabilitation, health worker training and the provision of medical services
- Water: Provision of improved water facilities, training staff and communities in environmental health and water management.
This case study also assesses the efficacy of the 'intervention'.
