Investment Climate Policy Refresh

The study is in 2 parts, with a second volume of case studies on Rwanda, Kenya and Western Cape, South Africa

The key objective of this study was to articulate a new approach to Business Environment Reform for the UK Department for International Development (DFID) that synthesises a “rules and regulation” approach vs. a “deals” (or investment facilitation) approach. It looks also at how potentially transformative sectors are identified by countries and donor organisations, and how transformation happens.

This research is part of the Business Environment for Economic Development programme.
