Is AIDS exceptional?

Abstract

This paper outlines the debate over and history of AIDS exceptionalism. It addresses the question: ‘should AIDS still be treated as exceptional?’, and concludes that the answer depends on the circumstances – AIDS is exceptional and should be treated as such in countries where the prevalence is high (over 10%), or where it is moderate (3-10%) but treatment is dependent on resources from outside the country; and also in countries where populations are declining anyway, and among high-risk groups everywhere.
