Abstract

This booklet was based on interviews and an initial workshop of the International Climate Fund (ICF) Learning for Change Dialogues. It explores how learning can help to improve institutional effectiveness in the context of climate change and policy making and documents the intermediate results of an ongoing dialogue process.

It discusses the link between learning and monitoring and evaluation; incentives for learning; capturing and sharing learning; sense-making at the portfolio level; measuring the impact of learning; learning between policy and practice. Ten emerging principles for effective learning are presented. Checklists, tools and models can be useful when navigating organisational improvement and learning in complex environments. Three are described: 1. Simple learning framework; 2. Navigating complexity; and 3. Nurturing niggles. The booklet ends with an invitation to contribute to the process of identifying how to best enable effective learning to accelerate impactful change around climate change investments and policy.
