Literature review on land-based finance for urban infrastructure

This review deals with land-based financing as a way of harnessing land values to finance the provision of urban infrastructure

Abstract

In the coming decades, Sub-Saharan Africa is projected to experience ongoing and increasing population growth, economic growth and urbanisation, with consequent pressures on demand for land, housing, infrastructure and services. In this context the demand for infrastructure will grow rapidly with the region already experiencing a large gap between finance needed to provide the necessary infrastructure and what is available. Hence, new methods for financing infrastructure are needed with the option of using land-based finance being important as it has been used successfully in other parts of the world and, to a limited extent, in Sub-Saharan Africa.

This literature review deals specifically with land-based financing as a way of harnessing land values specifically as a means to finance the provision of urban infrastructure.
