Livelihoods, basic services and social protection in Sri Lanka. SLRC Working Paper 6.
Abstract
Drawing on a review of key literature and a series of consultations with policy makers, practitioners and academics, this paper explores and assesses the current state of knowledge on livelihoods, basic services and social protection in Sri Lanka. The review focuses on how the war affected livelihoods in the north and east, and examines to what extent affected people were able to access basic services and social protection. Much of the discussion in this review focuses on periods of the conflict, including the ceasefire. The review finds that war in Sri Lanka exerted significant impacts on peoples’ lives, but that the specific effects were highly contextual, varying across geographical areas as well as within and between ethnic groups.
