Abstract

This project addresses the question of constraints to growth faced by towns in other regions of Bihar by identifying the role of trade linkages between Hajipur with Patna, as well as other regions, and is carried out in close partnership with the state government as well as its various agencies. It describes the major factors behind the choice of location of firms in the city of Hajipur and how important trade and administrative linkages to Patna are as determinants of firms’ location choice. Evaluation of policies in place, in consultation with policymakers and firm owners, identify determinants of firms’ expansion and the role of government incentives. The aim is to formulate recommendations for evidence-based policy making.
