Abstract
The Legal Assistance for Economic Reform (LASER) programme is an initiative funded by the Department for International Development. The programme which is implemented by the Law and Development Partnership and KPMG supports developing countries to strengthen their investment climates. This guidance note is part of a suite of LASER products which develops latest thinking on approaches to investment climate and institutional reform.
This guidance note is for development practitioners on how to ‘do development differently’ and apply a problem driven and iterative approach on the ground. It sets out a number of good practice approaches that can offer valuable insights for how advisors can best provide technical support to developing country partners. The approaches set out in the guidance can be used through scoping, detailed design and ongoing implementation of projects. The guidance draws on lessons learnt, in particular from the LASER Rwanda pilot.
