Neighbourhood formation process: Access to housing land in Kamwokya, Kampala, Uganda
Abstract
Based on recently concluded research on informal land delivery processes in Kampala, this chapter examines the process of formation of Kamwokya, one such informally developed urban neighbourhood. The formation and consolidation process of Kamwokya neighbourhood is examined through an analysis of mechanisms by which land for housing development is accessed and subdivided, highlighting the key events and actors in the process. These key actors, including micro-level state agents, are shown to be constantly crossing the formal-informal divide by performing duties that sometimes violate their legal mandate. The chapter also demon-strates the importance of social networks in informal land access, particularly those formed on the basis of primary social groupings. They not only offer immediate benefits to those transacting in land through reduced transaction costs but also enforce non-state rules within the neighbourhood.
