Oxfam Australia evaluation report: Umkhanyakude partnership programme.
Abstract
In 2005 Oxfam Australia (OAus) initiated a Food Security Programme in the Umkhanyakude District of KwaZulu-Natal, South Africa, which aimed to strengthen food and nutrition security within the context of HIV and AIDS in the region, by means of families, government and partner organizations. This report was commissioned in order to evaluate the impact of OAus's support on various partner organisations and the sustainability of their programmes, and to review strategic options for the future. It is based on interviews with representatives of partner organizations (described in detail in an appendix) and focus group discussions with beneficiaries. It is concluded that OAus should be commended for its activities in Umkhanyakude and for carrying out its operations in an open manner that has built and sustained genuine partnerships, and that it should continue with the Programme with some attention to consolidating and scaling up successful elements, strengthening leadership capacity, advocacy strategy, and monitoring and evaluation. Lessons are drawn from the Livelihoods Recovery through Agriculture Programme in Lesotho, which is described by means of a workshop report in another appendix.
