PACE Policy Guide.
Abstract
This document is a summary of the experience gained during the PACE project in Ethiopia, Nepal. Sri Lanka and Uganda. The objective of the work was to determine how best to accelerate wider access and increase the livelihood impacts of electrification projects in developing countries. The theme of the project was Public-Private Partnerships, reflecting the idea that both private and public entities have important and distinct roles to play in rural electrification. The project involved studies of individual villages in each of the four study countries that have gone through electrification, and also engaged principal actors in national government and the private sector to determine needs and priorities. The project revealed some country-specific issues, and other issues that are common or directly complementary to those in the other countries, such as implications of electricity sector reform. These different lessons are complied in this set of guidance documentation, which comprise an international guide and four country guidelines. Each of the country guidelines is specifically focused on the needs and priorities of that country, drawing on local experience and including useful project case studies. They also take account of opportunities that may have arisen through an understanding of other country experiences in the PACE project.
