Policy Report for “Development Blossoming: Industrial Policy and Flower Exports in Ethiopia”

Abstract

In 2005, Ethiopia launched an industrial policy aimed at developing a horticulture export sector; one of the most important sub-sector being floriculture. Largely as a result of favourable natural conditions and the vigorous industrial policy sustaining the sector, Ethiopia is now Africa’s second largest exporter of cut flowers after Kenya. This report examines the effects of the industrial policy.
