Politics, Accountability, and Learning: Insights from the RISE Programme’s Political Economy Case Studies

This paper draws upon seven country case studies

Abstract

Drawing upon seven PET-A country case studies (Ethiopia, Indonesia, Pakistan, Tanzania, Vietnam, Peru, and Chile), this paper presents a binding constraints framework to explore what a politics for learning might look like and examines areas of intervention that present critical bottlenecks impeding a country’s ability to deliver learning outcomes which, if addressed, pose the potential for large impact relative to other constraints.
