Priorities for Equity and Inclusion? Quality in Early Childhood Care and Education
Abstract
The importance of early developmental experiences in shaping later educational outcomes is widely acknowledged. The Dakar Framework for Action reinforced the call for 'expanding and improving comprehensive early childhood care and education, especially for the most vulnerable and disadvantaged children'. Although ECCE programmes may benefit all children, the effects are likely to be greater for children from disadvantaged backgrounds than for their better-off peers. Building an enabling policy environment with associated equity-based allocations and interventions are key to realising rights of every young child and in turn the future of nation-states. It is imperative that all stakeholders collaborate to make ECCE part of the global post-2015 agenda.
