Pro-poor economic regulation.
Abstract
There are a number of obstacles to effective pro-poor regulation of water services as identified by the case study research. Part 1 of this Guidelines paper proposes potential solutions. Part 2 outlines the vision for pro-poor regulation and universal service, and Part 3 offers an interpretation of the vision and summarises practical suggestions for implementation in lower-income economies.
