Abstract

This paper examines the politics of the Maratha elite in initiation and institutionalisation of Employment Guarantee Scheme (EGS) from the mid-1960s to 2001. It is argued that the political contestation and the consequent intervention of the Maratha elite was instrumental in introducing and later shaping the EGS. The political elite plays a critical role in addressing the needs and interests of the poor and marginalised in certain contexts and circumstances.
