Achieving rural water security in Africa presents an enduring and elusive challenge and opportunity for institutional responses for the Sustainable Development Goals and MDGs. With the recognition of the human right to water, mobile technologies that capture and transmit water user data can inform effective governance of groundwater resources and handpumps, and offer an approach to accelerate and maintain improved water services.
