Regulatory governance in the Philippines: lessons for policy and institutional reform.
Abstract
This paper is a synthesis of the projects the Center for Policy and Executive Development (based at the University of the Philippines) undertook under the Center for Regulation and Competition (CRC) research programme. As such, it is limited to the industries and mechanisms the CPED team intensively studied within the Philippine economy. The main sources of information are the findings of the projects as well as available literature relevant to the selected industries. It provides insights into a wide array of regulatory modes and is a source of lessons for later policy and institutional reform. Sections look at: the policy framework, policy responses, policy implementation and performance in 6 industries (electricity, telecommunications, water services, ports development, infrastructure development, and local economic development), judicial and legislative participation in the implementation, alternative regulatory mechanisms, lessons learnt, theoretical insights and suggestions for policy.
