This Consultation Paper deals with:

  1. Responses of the international community in addressing the perpetuation of violence against women through ‘cultural’ justifications

  2. Structural opportunities and challenges encountered in the process of trying to eliminate violence excused by reference to ‘culture’

  3. Strategies for countering ‘cultural’ excuses for violence against women.

The majority of the document is Appendices containing resolutions and reports from the United Nations.
